Why It’s Critically Important to Fix & Pass H.R. 38: Constitutional Concealed Carry Reciprocity Act

What is H.R 38?

H.R. 38 is a revived bill that call for nation wide concealed carry reciprocity across all state lines.

Now many will argue that the 2nd Amendment says that it shall not be infringed and that simply having to get a permit to carry is an infringement of that. This is a very valid point. However, that isn’t the topic of this discussion.

The topic is to ensure that any state issuing a concealed carry permit to a valid permit holder recognizes that holder if they cross state lines of residents from other states as valid and legal, just as they do a drivers license or marriage license.

Unfortunatly H.R. 38 has some major flaws that need fixed prior to it being passed and signed into law.

They are detailed below in the following site.

Why It’s Critically Important to Fix & Pass H.R. 38

Why fix and pass H.R. 38?

H.R. 38, the “Constitutional Concealed Carry Reciprocity Act,” is unquestionably the GOP leadership’s front-runner on the issue of national carry legislation. And it has already passed through committee. But it has some serious problems that absolutely must be fixed. We’re doing our best to get those changes in place. But so far they have resisted our efforts to make the bill do what’s necessary to protect you from arrest and prosecution in anti-gun cities and states.

Weak, poorly drafted laws—like the “Safe Passage” provision of the Firearm Owners’ Protection Act (18 U.S.C. § 926A)—are ignored or misinterpreted by hostile courts and will leave gun owners unprotected. American gun owners cannot afford for Congress to make the same mistake with H.R. 38.

CBC announces production plant in the US [link to cbcglobal-ammunition.com (secure)]

MADE IN AMERICA: CBC TO OPEN $300 MILLION AMMUNITION PRODUCTION FACILITY IN OKLAHOMA

Oklahoma (May 12th, 2025) – CBC, a world leader in ammunition for portable weapons, is expanding its global footprint with a major investment in the United States. The company today announced the launch of CBC USA, a state-of-the-art ammunition manufacturing facility in Oklahoma, representing a $300 million investment and the creation of 350 new jobs in the region.

The new facility reinforces CBC’s long-term commitment to the U.S. defense industry and domestic manufacturing. As part of CBC Global Ammunition, CBC USA brings over a century of expertise to the U.S. market, establishing one of the country’s most advanced and vertically integrated ammunition production operations.

One of the largest and most troubling oversights is the failure of securing domestic products to manufacture essential strategic components here in America.

With the tariff wars, China hold America at a severe disadvantage for securing our nation.

One vital component for ammunition manufacturing is antimony. America has nearly ZERO asset for the manufacture or refining of this key ingredient.

China Cuts Off Key Components

In late 2024, China slammed the door on exports of two critical ingredients: nitrocellulose and antimony. Without these, there’s no smokeless powder, no primer compound, no ammo. China supplies over 63% of U.S. antimony—a key hardening element in bullets. American mines for these materials were shut down decades ago. Now, we’re scrambling to reopen sites like Idaho’s Stibnite Gold Mine, but that’ll take years.

In addition to the new increases in license fees for WA state hunting and fishing, as if that wasn’t burdensome enough….

The state is now also requiring hunters to submit biological samples from cervids harvested in parts of the state.

Cervids are distinct wild game populations which include, elk and deer.

A successful hunter must now submit glands or the head where the glands are located, of a legally harvested deer or elk to be tested for CWD.
